I'm not sure what you mean. The EPP bundles are just the 
platform and select features bundled up, i.e. all they are is a list of features 
added to Eclipse. And yes, you can use the same technique Pascal presented when 
he kindly bundled the CDT into something ;).
 
BTW, I write my own generators so I may be doing things at 
a different level than what you can with PDE at the moment.

  I want to be able to tell the p2 installer to install EPP 
  like bundles, not just add a list of features to eclipse classic (although 
  that might do). To do the latter would I just use the aggregation 
  technique demonstrated by Pascal in the webinar?

  The EPPs are based on a well defined set of features. I 
  assume you can add those to your list of required for the IU you're 
  installing. Standardizing to a single IU would be better but this shouldn't 
  block you for now.

    ? If so, no. This is one of my regret. Hopefully this will be addressed for
