The EPPs are based on a well defined set of features. I
assume you can add those to your list of required for the IU you're installing.
Standardizing to a single IU would be better but this shouldn't block you for
now.

Do you mean the EPP packages (like the ones at http://www.eclipse.org/downloads/)
? If so, no. This is one of my regret. Hopefully this will be addressed for
the fall release https://bugs.eclipse.org/bugs/show_bug.cgi?id=239611
