I've thought about this, but as I've mentioned in the past, I think the
static release repos (eg. 2019-06, 2019-12) should mainly contain the
milestone builds up until there's a final release available.

For the latest content, 
https://download.eclipse.org/tools/orbit/downloads/latest-I/ will
always contain the latest I-build.

Usually one week before 2020-03 M1+0, our 2020-03 will exist.
