Deactivating an inactive committer is one thing,
but removing and replacing a project lead requires
unanimous consent from the PMC (i.e. a transparent
discussion in the PMC mailing list) and approval
from the EMO(ED). This thread can serve as the
start of that conversation.

Removing Sergey will reduce the project to
just me as a committer and so de facto project
lead. Adolfo will increase the strength to
two. I have hopes that Christopher Gerking who
has submitted about 10 fixes for legacy bugs
may also help, particularly if Nicolas
Rouquette's long promised mega-patch ever
materializes. If it does, some funding may be
forced to accompany it.
Sorry for leaving you with this seeming
no-choice decommitterization.
