We should expect team leads to be reasonably responsive and to
particpate in elections, so I think it's reasonable to decomitterize
him. I've CC'd the Modeling PMC. Does anyone disagree?
I tried to use the portal to see if I can decommiterize him, but the
portal just hangs when I try to masquerade as the lead. Wayne, is
something wrong with the portal?

Removing Sergey will reduce the project to just me as a committer
and so de facto project lead. Adolfo will increase the strength to
two. I have hopes that Christopher Gerking who has submitted about
10 fixes for legacy bugs may also help, particularly if Nicolas
Rouquette's long promised mega-patch ever materializes. If it
does, some funding may be forced to accompany it.
Sorry for leaving you with this seeming no-choice
decommitterization.
