[microprofile-wg] MicroProfile Working Group repository & approved Specification Process 1.0

Based on the meeting today, I created the `microprofile-wg` repository to host the approved MicroProfile Specification Process 1.0.

I've added some language to try to make it crystal clear how this repo and documents therein relate to other online sources.
