I've tried to flesh out the procedures a bit more.  I created a sub-item
for the 0.2.0 release here:

Copying what I have there:

     1. Please run smoke tests of installation and usage of your
        components by end of your day, Wednesday 8 April 2009.
     2. For the 0.2.0 release, aim to have N&N items completed by 2100
        UTC (5 PM North America Eastern) on Thursday 9 April 2009.
     3. Please ensure any patches that have gone into 0.2.0 have the
        "contributed" keyword set so that the IP log is complete.

I'll keep the latest builds here for testing:

(the 0.2.0 release candidate 0 (RC0) build I did which had signed JARs
-- crazy, I know :) -- has been superceded by the nightly build from
yesterday that had some fixes for the ChangeLog feature.  When we get
closer to a release, I'll do another build with signed JARs.
