The APIs can't start using JDK 17 features in 10.1 indeed. It's purely about setting the baseline from 11~17 to 17. That way we can have a more gradual transition in Jakarta EE 11 when we go from 17 to 17~21, or maybe even 21 only, instead of going from 11 to 21.

Note that when Jakarta EE 10.1 likely comes out, Spring 6 is very likely out as well, having JDK 17 as its baseline.
