Agreed with no new specifications being added. As for new features, I think they are ok as long as they are small enough not to slow down the Platform release.
My proposal: let's define a deadline for Jakarta EE 9 assuming no new features, but don't stop specific projects from releasing new versions. Once Jakarta EE 9 is ready, just take the latest available version of the specs.
As far as I see, none of the component
technologies are ready enough anyway. They will need time to build
momentum (and rebuild an active community around them that was
there in the JCP).
