2) This is a 1.0 release, but I didn't see any previous
releases. Starting out with a non 0.x release is ok in some
cases (like a previous release outside of Eclipse), so I would
like to understand the reasoning behind this.

Eclipse Specification release process requires that a specification
(Sparkplug v3.0.0 in this case), a TCK, and open source compatible
implementation(s) all be available at the time of the release of the
spec. Tahu is the implementation that coincides with the Sparkplug
Specification v3.0.0 release. This is the first time that any open
source implementation has been fully compliant with the spec which I
thought deserved a 1.0.0 version.
