This is a good place to start.
The right place, however, is on the soc-dev mailing list. This is where the SOC mentors will be able to interact with you.
You need to have an actual project in mind with real tasks/goals/milestones/etc.
Ultimately, you need to register a project idea on Google's site ; there's information--including some project ideas--on our page .

I am Chandan P. Gupta from Nepal, currently studying in India. I am pursuing my B.Sc. in Computer Science and I am final year student. I would like to apply for google summer of code for the Eclipse IDE for Education project. I am also Eclipse Campus Ambassador of my college but I haven't done so far anything such with Eclipse. In India, we had team who were supposed to work on this project but due to the lack of proper interest from the every member of the team and other factors like exams, different time schedules in different colleges etc the project was not taken further. I will be very happy to start working and contributing to this project. If this mailing list is the right place to proceed my proposal further please somebody here reply me so that I can continue further.
