 No, there are URLs that do not contain version segment and that was the whole point of the bug that I mentioned. Please see the bug and the wiki which describes the new URLs: https://wiki.eclipse.org/Eclipse_Project_Update_Sites#Non-versioned_repository_URLs

Here, the idea is more to have a very static and cross-version URL for the latest release of Eclipse release train.
 Some projects (SWTBot, Thym and most I've worked on) do have such URL that links to the latest version, and it's actually handy for users and documentation writers to use this URL instead of a version-specific one.
