Yes, it's a bit similar. Except that the platform still contains a "version" segment in the URL (4.6-I-Build) says it's only for 4.6. Here, the idea is more to have a very static and cross-version URL for the latest release of Eclipse release train.
Some projects (SWTBot, Thym and most I've worked on) do have such URL that links to the latest version, and it's actually handy for users and documentation writers to use this URL instead of a version-specific one.
