I agree but I also think this can be fairly easily fixed.
Add File Navigator to eclipse - done ;)

It does not exist yet, but I want to see one made.

We'll need to test and make sure editors will be okey opening outside
projects - but eclipse already have support opening files outside the
workspace.
If you want to have more advanced editing and building then you need
a project
(not really different from what is required by intellji, netbeans and
even vi/emacs)
and the file navigator can even expose this.
Michael Istria got a prototype for this.
Then add in the auto-magic import of projects that will detect what
kind of project
is inside a directory and I think we have something very compelling.
