I think that this notice is confusing and requires clarification. 

If the +1 is optional, it means... it is not mandatory, in other words it can be safely skipped, leaving only the -1 to be reported. For the past year I did exactly this, I occasionally used each release without problems, but not at release time, and therefore did not report the +1.
