No, as EMO enforced in https://www.eclipse.org/lists/cross-project-issues-dev/msg18148.html , the https://www.eclipse.org/downloads/eclipse-packages/ download page will not list artifacts that are not coming from SimRel/EPP, so it won't include the Eclipse IDE for _javascript_ developers anymore.
