thank you for the reminder! I thought I had send the mail to the list, but obviously I didn't.
 
Your URLs are correct:
 
- https://www.eclipse.org/downloads/packages/release/2019-06/rc1 is the "official" packages page hosted by the Eclipse Foundation
 
Am I correct that your -1 means we should ask the webmasters to unpublish the C/C++ package from the above website?

There hasn't been an email for the RC1 EPP. I can see it is built on Jenkins https://ci.eclipse.org/packaging/job/simrel.epp-tycho-build/454/ and it is here https://www.eclipse.org/downloads/packages/release/2019-06/rc1 too.
 
C/C++ package had a serious bug in it (resolved for RC2). I believe in the past a -1 would have led to something on the download page to warn testers. I don't know if this was -1 or not.
