It appears to be overloading the word "Contributor" to mean both "Author of Contributions" and "Distributor of Contributions". Maybe the overloading is fine if there is no legal distinction to be made here. A word like "Provider" or "Distributor" would be less confusing to me.  In the end, since the term is well defined in the license it won't make any legal difference either way so I don't feel strongly.

Definitely. We use the word "Contributor" differently than what the license suggests. We have Contributors of source that don't distribute the program. Or am I misinterpreting the word "distribute" which doesn't seem to be defined.

The EPL’s definition of Contributor is:
"Contributor" means any person or entity that distributes the Program.
This clearly works, but for the sake of clarity we may want to consider an alternate construction. For example, would it help readability if the defined term was “Distributor”?
