The open source rules of engagement described in the Eclipse Foundation Development Process require a demonstration of merit on the actual project.
We do not elect committers to a project based on things that they've done in a different project, even when those projects are related. Contributions to a product that consumes project content are not actual contributions to the project.
An exception to this might be, for example, if content is being transferred from the related project or contributed from the product to the project. In these cases, one would cite the contribution to the incoming content as merit in an election.
Our practice is to elect committers based on what they have done, not what they will do.
While this may be inconvenient, making a few contributions to develop reputation within the project is not a particularly high bar.
