Yes, it should be Eclipse focussed. I just think it's more interesting to have a look at the tool from the user's point of view as from the IDE developer's point of view. The same goes for talks on other development tools: I want to see how a code coverage tool integrates with my existing project setup and how it helps me. Understanding how such a plug-in was developed might also be interesting to some, but many more attendees do Java development with Eclipse on a daily basis. Where should I found out about new cool tools helping me, if not at EclipseCon?
Regarding the Java talks: I think it's important for the community to keep up with how Java is developed today. We need to stay fresh. So while it shouldn't be a main focus, I think it's very valuable to have a couple of general "how can I improve my Java" talks. I gave these kind of talks at EclipseCon's and they were always well attended. So there's interest.

My reasoning is there are likely only a small number of people interested in Ceylon specifically (every week there is a new language), but lots of people wanting to write their own tooling who might like a "behind the scenes" look at the tooling. But in the end it looks like the PC voted more in favour of [1], so I am happy to switch. Again my goal was avoiding duplication rather than a specific problem with the talk. We should probably just ask the authors to withdraw one talk, and tweak the abstract of the other one to suit the material they feel is important to cover. Ironically I suspect they entered two talks to "increase their odds" but in the end hurt their chances by doing so.
