[eclipse.org-eclipsecon-program-committee] EclipseCon: Update and state of play 06jan10

We're getting there. The requested talks spreadsheet is up to date
at the moment with cleaner figures. The "number of submissions"
is the "number of submissions that are correctly tagged as determined
by the program committee". Thanks to Scott for tidying this document
up and adding in times, etc.

Next steps:
    * collate tutorial requests
    * collate panel requests
    * double-up detection: if a talk has been accepted twice
    * time allocations

On the last item, I've been tracking the talk allocation times on a local
spreadsheet on my laptop, which for some reason won't import correctly
to Google docs. I'll do a version of it from scratch in the morning (or,
later this morning ;) directly in the cloud.

However, to stimulate debate and possibly towering rage, I've
attached a screenshot of what's there right now. The times are
in hours - it's up to the tag team to chop and change their talks
as they see fit. Remember that tutorials and panels are *not*
included here - the are separate blocks to be haggled over. Also
bear in mind that UI/RCP is still to have a tag cleanse and so
that big number at the end will drop.

Between OSGi DevCon, Director's Choice and the Top 6
pre-accepted talks we haven't much to play with - we're mega
over-subscribed as per usual and savage cutting will be
required. Some innovation is necessary. No, we can't
get another room :)
