I made the changes to the mailing list user's E-Mail Preferences exactly as
suggested by Gunnar -- thanks again for exploring this. The mailing list should
now only be notified of new or resolved issues, but not comments in between --
everybody interested in a discussion is requested to CC or comment on the bug.

I also disabled E-Mail on changed/requested Flags, since that doesn't make
sense for a Group of people.

Closing the bug, feel free to re-open for more discussions if the result is not
as desired. And yes, we'll request our much-valued webmaster's assistance on
technical questions :-)

Re-adding the mailing list user since under the new Policy this should work as
expected, and to notify everyone of the new Policy.
