Initial suggestions:

(1) We could have a PHP / WebApp if somebody can do that quickly (I cannot).

(2) We could have the "Automated E-Mail from Hyperlink with subject" method 
    if all attendees agree to actually click the link for signaling their 
    attendance. 
    I could be sending the question along with the meeting notes, in order to
    track attendance _after the meeting_ and not before it, which has proven
    to be not effective.
