Hello Kevin,
sorry for not responding sooner.
Since you are representing the Eclipse PMC on the Architecture Council [1],
the PMC will be entitled to designating a new representative in case you
indeed choose to resign. That's what the Bylaws [2] say in section 7.2, page 20.
Your second option is to enter a "dormant" status which means you're inactive
but keep your right to get active again at any time [3].
My personal favorite would be that you change your mind and get active. Note
that you don't even necessarily need to attend the phone meetings - reading the
notes after the fact, commenting and voting on the mailing list and adding pieces
of information to the Wiki are certainly very valuable contributions based on the
experience and insight that you have specifically. An investment of, say, 2 hours
each month would be a valuable addition to the Community.
