According to the EPD, as an permanent incubator project, e4 should not be doing releases at all. If you are at a point where you've a need for stable releases, then you should be creating a separate project for the code (or you can move the code to another project).

That notwithstanding, I do not recall running any release reviews for e4. According to the EDP, a review is required for all major and minor releases.
