I think there is a misunderstanding here. ECF made a contribution to p2 yesterday. I don't think anyone claimed the contribution ECF made yesterday contained no code changes in the ECF bundles used by p2.
Since the contribution yesterday the ECF team had to respin their build to include a fix in an ECF bundle which is not used by p2.

This claim is only pertaining to the changes between the ECF contribution made yesterday and the one being made today. I think it is fair to ask why any of the code changes are required at this time. Hopefully Scott can give us the justification for these changes.

The changes in ECF do not affect the bundles used by the platform. The only reason we have to get a new contirbutuion is because the qualifiers changed. That issue will be addressed in ECF build in the future. This will be the last ECF contribution related to the platform's use.
