[eclipse-dev] Don't upgrade from I20100209-2300

The build I20100209-2300 has a bug that
causes errors during upgrade of the platform, which you will encounter
if you attempt to upgrade to this week's integration build. If you have
already performed an upgrade, restarting the build with -clean seems to
resolve the problem. You can also download this week's build directly from
zip files rather than upgrading directly. The problem is under investigation
in the following bug:
