OK. FWIW, there was an Foundation email discussion some time ago about
the fact that the categories (i.e. tools, technology, etc) have some
difficiencies for handling projects like ECF (and others). But nothing
about the categories was ultimately changed.
I'm also not sure as to how moving to "Tools" gives us any more
visibility than being in any other top-level project (minus the
'Eclipse' top-level project and maybe 'Web Tools').
Tools is generally seen as more mature projects than technology....and
this does have an effect on visibility among membership (IMHO).
