RE: [dsdp-pmc] PMC approval needed for non-committer contribution (TML)

Hi Eric,

+1 for the contribution -- I'm always in favor of inbound
   Community contributions.

In this particular case, I'm not even sure if a CQ is needed,
because there are existing Committers for TmL at Eldorado,
And one could probably say that the contribution has been

   "Written 100% by employees
    of the same employer as the
    Submitting Committer: (a)
    under the supervision of the
    PMC; and (b) where the
    employer has signed a
    Member Committer
    Agreement.
   "

If this Is true, then you don't need a CQ and you don't
Need PMC approval.

On a general note -- do we really want to vote on such kind
Of business or could a single PMC member approve on behalf
Of the PMC?
