You can download the binary bundles from the Orbit build and even the map file to do this http-get is being generated by Orbit, e.g.
http://download.eclipse.org/tools/orbit/downloads/drops/R20080807152315/orbitBundles-R20080807152315.map
It contains entries like these:
plugin@xxxxxxxxxxx,3.4.5=GET,http://download.eclipse.org/tools/orbit/downloads/drops/R20080807152315/bundles/com.ibm.icu_3.4.5.jar
plugin@xxxxxxxxxxx,3.6.0=GET,http://download.eclipse.org/tools/orbit/downloads/drops/R20080807152315/bundles/com.ibm.icu_3.6.0.v20080530.jar

You could probably just use the map file with the HTTP locations in
it - this is what we are using in STP, rather than downloading the whole
zip.
I'm very unexperienced with map files (other than my own ones).
Does that mean I'd ave to checkout the Orbit artifacts from CVS and
package them in my build?
