Yes that would enable such packagings - there are legal issues with what is "distributed by Eclipse" still. We have ideas how this can be constructed using Cloudsmith so that users understand when they are getting something that consists of only checked bits, or when packages use a mix of licenses. I think the fact that users can find all relevant defined distributions in one location makes a big difference.

+1 on Couldsmith, especially if it would allow us to create distributions that package together Eclipse features and non-EPL components.
