[cft-dev] Neon.3 release and plan created

Hi all,

I have created the Neon.3 release to our project page and you can find the release plan on this link: https://projects.eclipse.org/projects/ecd.cft/releases/1.0.3-neon.3

The corresponding 1.0.3 version and target milestone has also been added to the bugzilla. If you have any new feature that you want to highlight in the Neon.3 release plan, you can add the word "plan" to the Keywords field and those feature bugzilla items will show up on the Neon.3 plan.
