[cft-dev] CFT 1.0.3 RC2 contributed to Neon.3 simrel

I have contributed CFT 1.0.3 RC2 to Neon.3 simrel build. The RC2 update site is:

http://download.eclipse.org/cft/1.0.3.RC2/

This contains all of our planned final work for Neon.3, not including
potential stop-ship bugs that may still occur during RC2 and RC3
testing.

For those involved in the development process, please test RC2 as
thoroughly as possible, as we are considering this our GA candidate
for Neon.3.
