Caching on download.eclipse.org
(and archive.eclipse.org) was done
under the (apparently incorrect) assumption that content
is added but not frequently changed.
I believe files are cached for no more than 10 minutes.
In your CI build, you can use the http header
X-Cache-Bypass: true to bypass the front-line cache. The
header should also trigger a refresh.
wget -S --header="X-Cache-Bypass: true"

moment compositeContent.xml returns 200 OK when
bypassing cache, and 304 Not Modified when doing a
normal load. But as far as I can tell, the file being
served is not the file on disk.
