...and to build on that, Eclipse recently clarified that all working group members may appoint one committer to a specification project (once it's approved). So you get one committer by appointment, the rest via the normal avenues.

I'll take this opportunity to clarify the role of the initial committers listed on the proposal.

The committers on the project proposal are the individuals who have provided substantial contributions to the initial source materials being transferred from the Asciidoctor project as part of the proposal. These individuals have agreed to help transition their contributions to the AsciiDoc WG and Eclipse. Once the AsciiDoc Language project has been accepted by the WG and is underway, additional committers will be added to the project by following the process outlined in the handbook (https://www.eclipse.org/projects/handbook/#contributing-committers) and dev process (https://www.eclipse.org/projects/dev_process/#4_1_Committers).

Project committers are a separate list from the set of working group members. Working group members (https://www.eclipse.org/org/workinggroups/process.php#wg-member-roles) participate in the working group by collaborating with other members and have voting rights in all general matters, materials, initiatives, and proposals (https://www.eclipse.org/org/workinggroups/process.php#wg-participation). Strategic members additionally have a seat on the steering committee, which defines and maintains the charter and provides oversight of the activities of the working group. Working group members are encouraged to have committers on the projects (and possibly the spec committee) as stated in the proposed charter (https://www.eclipse.org/org/workinggroups/asciidoc-charter.php).
