Sounds like a great idea! I'd say you
can "invite" specific participants you'd like to join you, or
if you are looking for general volunteers a note to wtp-dev would be appropriate.
But, remember, doesn't literally have to be 'wtp' committers, per se ...
but more generally "web tools and development". 

As in previous years, I think I myself
will pass on the opportunity, but would encourage others to get involved.
I think these have been popular and useful in past EclispeCons.

Hi Everyone,

I had something wrong with my mic today,  I could
hear but no one could hear me.  Any thoughts on proposing a joint
