[wtp-pmc] Performance Reporting Machine

To follow-up the question about the
status of our machine request, we have been informed that the Eclipse Web
infrastructure now supports Tomcat. We will therefore create a Web app
with an embedded Derby database to host our performance measurement reporting
pages.

Jeffrey needs to learn how to deploy
Web apps to the new infrastructure. I'll re-open this request if we hit
problems. Stay tuned for Performance reports.
