The open source rules of engagement describe "open" in the sense that the project is open to participation by others. This means that official communication channels, including mailing lists and inboxes, must be open so that others can join in on the conversations. They need to have public archives to be transparent. The open and transparent communication channels provide a basis for contributors (who exist outside of your organisation) to build reputation and the trust of the project team to demonstrate merit towards joining the project team as an equal participant.
If the volttron@xxxxxxxx were a mailing list that anybody could join, then we might have a discussion about whether or not it is appropriate to use it in a open source/open collaboration model. However, using channels that are owned/managed/controlled/dominated by one particular organisation suggests that the organisation has preferred status on the project which is a barrier for entry (potential contributors are cut out of potentially useful/important discussions). Further, whatever knowledge you might be capturing in that communication channel is not being shared.
FWIW, Jeremy has engaged on the issue that I created. He has created several IP issues that are currently in the IP Team's work queue. Thanks, Jeremy, for setting that up.
I would like to make progress with graduating the Eclipse VOLTTRON project out of the incubation phase and into the mature phase. As part of this, we require that the project team regularly engages in the IP Due Diligence Process. The IP Policy requires that all content that is included in a release be vetted prior to issuing that release (we want to ensure that we've taken steps to mitigate any IP risk to adopters). There's more discussion regarding incubation and graduation here.

Volttron is a vendor-neutral Eclipse open source project. The project
team must use vendor-neutral resources provided by the Eclipse Foundation for
development including the dev list. More generally, to realise the
benefits of operating and a vendor-neutral open source project, the
project team must use open, community channels for communication. Using private channels, or channels that limit participation make it very hard for an open source project team to build a community.

I just created an issue in the volttron-core repository titled "Engage in the IP Due Diligence process for third party assets".
AFAICT, the Eclipse VOLTTRON project team has not yet engaged in Intellectual Property (IP) Due Diligence. We've provided tools to make checking licences easy, and have an IP Team will do most of the heavy lifting. But we need your help to actually identify the third-party content.
There is more information on the issue.
Our records show that the Eclipse VOLTTRON project is still in the Incubation Phase. I believe that if we can get your team to engage regularly in the IP Due Diligence Process, we can work on moving the project into the Mature Phase.
