That is an odd exception.  Here are a few questions that may help me:

1.  What version of windows do you have
2.  What disk are you installing it on?  C drive, D drive, network  
drive, etc...
3.  What language are you using on the windows machines
4.  Where there pre-1.0 installations on the same machines?
