I entered the following text as background on the contribution process, but it does not seem to have shown up in the ICQ? Should I add it as a comment?
There is an online agreement here:

The above two contributor licenses are directly derived from the Apache code contribution licenses (CLA V2.0 and CCLA v r190612).

Each module is the domain of a module maintainer responsible for technical direction, and reviewing smaller patches submitted via email or the issue tracker.
Many of the current developers were also subject to the original project agreement (http://download.osgeo.org/osgeo/legal/GeotoolsAssignmentToOSGeo.pdf).
Note: The GeotoolsAssignmentToOSGEO agreement was defined when GeoTools transitioned to OSGeo. This step was taken as files were initially marked (c) GeoTools Project Management Committee - which was not a legal entity. During the incubation process for OSGeo original authors, and organisations were hunted down over the course of several years.
