When used in a view toolbar; all it does is change the mode of the current map. There is an ready-to-go action that will change the tool used by the map. But there is nothing special about this action you can take the same steps from any point in the applicaiton - such as a cheatsheet.
I am used to dialogs blocking interaction with the application (ie modal). If you have a non modal dialog; you are welcome to ask the map to change its current tool.
