kind of yes infotool triger all the layers and disply

what i need is when the user click some where user will get a view where he can select info in what layers need to be shown

Now that said I am not sure i understand your requirements;  by select "what needs to be display" what do you mean?

Are you trying change how features are displayed? If so you may need something similar to the FeatureEditor extension point? where a custom UI can be supplied for specific kinds of features...

Please note that the existing InfoView is based on the ESRI selection model where a single click hits all layers; with the possibility of many features in a single layer being hit (thus the long list of query results shown on the right hand side of the InfoView).

If you can be a bit more specific about what you need I can try and be of further assistence.
