[udig-devel] A bit of research

One of the long standing complaints with udig has been, when working
with a view, the need to click back to your Map before you can switch Tools.

Now some this is our inexperience - we should be using a construct
called commands
(you can see some work slated on the current schedule with respect to this).

It seems that others are running into similar problems, and getting
eclipse to fix the design problem..
