[udig-devel] Shapefiles are often very small

The test data included with the release now has its projection (thanks 
Jesse).

Here is the problem that this change reveals:
1) Open a new Map (it will show the entire world)
2) Import the lakes.shp sample data (include in the shapefile directory 
of your install)
3) The lakes.shp will appear as a very small dot

So for a while I though the shapefile was not being rendered, lets reset 
the viewport when the "first" data for map is loaded.
