Description:
Status quo:
(a) Edit tools are enabled only when the editor is active (a map is selected)
(b) in some cases all maps are in unselected mode.

Suggested improvement:
(a) Edit tools should be enabled as soon as the first map is opened in editor mode. 
(b) One map should always be selected (blue color).

Reasoning:
Actions like Zoom, Pan, Zoom to Extent and Selection are naturally linked with maps. So actions could apply immediatly to the selected map.

This would increase work speed for users and is expected behaviour of Eclipse (e.g. JDT)
