Who is the customer of these scores?

I assume that it is the buyer of the product.
Otherwise this is just another internal management tool.

TSF is an open source project, so technically there is no paying customer for TSF, or the scores.

Assuming your real interest is 'who are the scores for?', I think with the current implementation it's mostly relevant for "internal management" and the engineering team itself, as you've said.

However the intent/hope is to improve the scoring method(s) to make the scores applicable for more usecases, e.g.

- qualification/progress check for internal and external safety/security/compliance assessors - detailed expression of compliance (hopefully an improvement on "certified vs ISO/IEC xxxxx")
- expression of 'quality'

Given that the use case is not developers, then issues
of performance and time to do this that and the other are secondary.

The use-case includes engineers, so performance is still relevant but yes, secondary to the (hoped-for) value in the scores.

The end result has to be something that is useful to
whoever is paying for the product.
