I assume that it is the buyer of the product.
Otherwise this is just another internal management tool.

Given that the use case is not developers, then issues
of performance and time to do this that and the other are secondary.

The end result has to be something that is useful to
whoever is paying for the product.

Yep, that is absolutely true. I've not focused on that aspect much myself yet, although the first email is relevant: a customer is more
likely to read and evaluate 100 statements than 1,000.

It's worth remembering that people reading the report should not trust
the score implicitly, they should use the *evidence* and decide
for themselves if they agree with the scores provided by the author.
