I agree we should leave it hanging. On
the titan-dev list (https://dev.eclipse.org/mhonarc/lists/titan-dev/)
Elemer documented a history of contributions. I have not looked at their
details, but think we can assume they suffice. 

I am assuming once nominated and voted
on the original nomination can not easily be modified, so I think it is
ok if we approve, and in our approval comment say explicitly that "Due
to inexperience, the original nomination did not document a history of
contributions, but the Project Lead later documented them on the titan-dev
list.

where we add the specific URL for each
contributor nominated. 

Sound ok? That plan gets a +1 from me.
Can you handle the official +1s Alex? With links to the history? (I forget,
you do go by "Alex", right? If not, apologies :) 

I think it would be overkill to veto
them all and then have them go through the whole process again with the
original nominations listing the contributions.

So what are we doing with the titan votes? 
We should either decline them or approve them. I don't like the idea of
having them in limbo and honestly from the proposals it's not clear what
are the merits for these new committers so maybe declining?
