Checked the code of the license tool and found a place in the maven plugin where default is still 75, maybe I misinterpret this ...

Like you, I've discovered that the score isn't as useful as I'd originally thought. Ultimately, it's really the licenses that are discovered that are interesting. I'm not quite ready to remove it from the criteria, but I have dropped it to 60 in both the handbook and in the Dash License Tool.

hamcrest 2.2 has "Licensed" score 60 [2]. That's why I filed a CQ.

I observed frequently that after triggering harvesting the "Licensed" score goes up to 60 and stops at that value.
Don't know what's required to reach 75 or higher. That's also the reason why I stopped
contributing curations to ClearlyDefined since I don't know what's missing to reach 75.

What I typically do to seek approval for a new component version:
  • open the page for that version in ClearlyDefined. If it wasn't yet harvested, this triggers harvesting of the new version
  • if it doesn't reach the required score in a few days I file a CQ since I don't have the time to visit ClearlyDefined over and over again
