[technology-pmc] CQs for re-using Eclipse projects

Hi PMC colleagues,

We have a strange case in IPzilla which involves a re-use (PB) CQ for an
initial code contribution in a different Eclipse project. This lead to
the general assumption that a CQ is required for re-using Eclipse code
from different top-level projects. I'm confused by this assumption
because I'm pretty sure that the Eclipse project does not file CQs for
consuming Equinox. Both are in different root projects. I'm also not
aware of any other projects which does file CQ for re-using project code
from other Eclipse projects.
